Regulation 44 Independent Visits
HKS Care provides independent Regulation 44 visits to children’s homes in accordance with the Care Standards Act 2000 and associated regulations.
Our Regulation 44 visits are conducted with professionalism, independence and integrity. Each visit is child-centred and focuses on the overall quality of care, safeguarding arrangements, leadership oversight and compliance with regulatory requirements.
Our Regulation 44 service includes:
• Planned monthly visits
• Consultation with children and young people
• Discussions with staff and managers
• Review of safeguarding practice, records and systems
• Assessment of leadership and management oversight
• Identification of strengths, risks and areas for improvement
Following each visit, providers receive a detailed Regulation 44 report that:
• Clearly evidences compliance against regulations
• Highlights good practice
• Identifies concerns and emerging risks
• Provides practical, achievable recommendations
• Supports Responsible Individuals and Registered Managers in their oversight role
Reports are written in a clear, professional format suitable for sharing with senior leaders, Responsible Individuals and Ofsted where required.
Professional Supervision
HKS Care offers professional supervision to support staff wellbeing, accountability and effective practice within children’s care and education settings.
Supervision is available for:
• Registered Managers
• Deputy Managers
• Senior leadership teams
• Residential care staff
• Education staff where appropriate
Our supervision sessions are:
• Reflective and supportive

• Structured, confidential and consistent
Supervision can be delivered on a monthly, bi-monthly or bespoke basis, either in person or remotely. Each session is recorded appropriately, supporting providers to meet regulatory expectations around staff support and oversight.
Quality Assurance and Compliance Audits
HKS Care provides comprehensive quality assurance and compliance audits designed to help services understand their current position and prepare for regulatory inspection.
Audits can be used to:

HKS Care provides tailored consultancy to special schools, alternative provision settings and education-led care services.

Mock Ofsted Inspections
Ofsted inspects services that provide education, skills and care for children and young people. This includes Ofsted-registered schools and registered children’s homes, which are inspected in line with the relevant Ofsted frameworks, including the Education Inspection Framework and the Social Care Common Inspection Framework (SCCIF, 2023).
Ofsted inspections are underpinned by three key principles:
• Focusing on what matters most to children and young people
• Applying consistent expectations across providers
• Prioritising improvement where it is most needed
Our Mock Ofsted Inspection service is designed to support schools and children’s homes to prepare confidently for inspection. Each mock inspection is aligned with Ofsted’s key principles and the four-point judgement scale.
We carry out a robust and realistic evaluation of your provision, identifying strengths, areas for development, and any gaps in compliance. This enables leaders and managers to take targeted action ahead of an inspection and reduce the risk of avoidable recommendations or requirements.
For schools, mock inspections consider:

All inspections are conducted with close reference to statutory requirements, including the Children’s Homes (England) Regulations 2015 and the Guide to the Children’s Homes Regulations and Quality Standards, where applicable.
